The short answer: a modern call center in Morocco no longer needs an expensive proprietary platform. An IP PBX such as 3CX (PRO or AI edition) or Yeastar P-Series (Enterprise plan) covers queues, automatic callback, real-time supervision, the wallboard, recording and CRM integration. What makes the difference is four decisions: the platform that fits your inbound and outbound mix, the CRM connected to every call, the legal framework for recording (Law 09-08 and the CNDP), and a network designed for voice. This guide is for agent floors and customer service teams; for an SMB’s reception desk, read queues, IVR and statistics instead.

SMB reception or agent floor: what changes
A reception PBX routes calls to the right person. A call center is a production tool: agents whose main job is the phone, peaks to absorb, service level targets, often outbound campaigns, and a supervisor steering in real time. That adds requirements an SMB reception desk does not have:
- Agents who log in and out of queues, with tracked breaks and visible statuses.
- Fair call distribution and, on more mature floors, routing by skill or language (French, Arabic, English).
- Real-time supervision: silent listening, whispered coaching, taking over the call, alerts when waiting exceeds a threshold.
- A customer record that opens on every call and a history logged automatically in the CRM.
- Recording that is legally framed, with limited listening rights.

Our view: for a mainly inbound customer service team, with agents spread across several sites or working remotely, we generally recommend 3CX. For a floor running many outbound campaigns with automatic dialling, Yeastar’s outbound module is worth a close look. Inbound calls: queues, IVR and automatic callback
On an agent floor, the queue is the heart of the system. 3CX offers several distribution strategies: round robin, longest waiting agent, least talk time, fewest answered calls, or prioritised hunt in tiers. Yeastar offers automatic call distribution (ACD) with priority queues and skills-based routing.
A few rules separate a well-tuned call center:
- A short IVR that qualifies the call, by language then by reason, instead of stacking levels. The caller’s choice should follow the call all the way to the agent.
- Automatic callback: the caller hangs up without losing their place and the system calls back when an agent becomes free. It is the feature that most reduces abandoned calls at peak times, on 3CX and Yeastar alike.
- Separate queues for priority customers, support and complaints.
- A defined overflow: to a second team, voicemail or a callback, never a phone ringing into the void.
- The caller’s number recognised through the CRM, to route them straight to their account manager or queue.
Outbound calls: dialling and campaigns
Outbound needs range from simply calling a customer back to a follow-up campaign on a list of several thousand contacts. There are three levels:
- Click-to-call from the CRM or web client: enough for a customer service team calling back its own customers. Native on 3CX and Yeastar.
- Progressive dialling: the system dials the next number on the list as soon as an agent is free. This is one of the three modes of Yeastar’s outbound module.
- High-volume automatic dialling: several numbers dialled per available agent (power dialler mode at Yeastar), with answering machine detection, automatic do-not-call list filtering and a dashboard per campaign. Yeastar also offers an agentless mode that sends answered calls to an IVR or a message.
On the 3CX side, the vendor does not ship a ready-to-use campaign dialler: you rely on a Call Flow Designer application or a third-party dialler. We say so from the audit.
Mind the legal framework: Article 10 of Law 09-08 prohibits direct marketing by automated calling without the person’s prior consent. A follow-up campaign to your own customers and a cold prospecting campaign do not fall under the same rules. Have your lists and scripts checked before launching automated dialling.
Real-time supervision and wallboards
Supervisors need to see and act without leaving their desk. On 3CX, the web client brings together a call switchboard with a per-queue view, a queue manager view and a wallboard. The supervisor can listen to a call without being heard, whisper advice to the agent, or barge in and take over the call. Service level alerts warn them when a caller waits beyond a threshold you set. On Yeastar, the queue panel lets the supervisor follow agents and waiting calls, transfer by drag and drop, listen, whisper and barge in, and the wallboard displays up to 17 indicators according to the vendor’s documentation, on one or several screens.
For the wall display, we usually install a TV connected to a small dedicated PC showing the wallboard full screen, with a read-only account. Show few indicators, readable from a distance:

Reports per queue, per agent and per hour then feed weekly management.
Call recording: what Law 09-08 and the CNDP require
Recording a conversation is processing personal data: the caller’s and the agent’s voices, and often what they say (identity, address, order details). Law 09-08 therefore applies in full. At the time of writing, we have not found on cndp.ma a specific deliberation setting a retention period for call recordings: it is up to the company to define and justify it in its filing. The principles to follow:
- A precise purpose: quality control, agent training, proof of an order or commitment. No recording “just in case”.
- Notice to the caller at the start of the call, through a clear announcement, and the option to object where the purpose allows it. 3CX queues offer a setting that lets the caller accept or decline recording with a key press.
- Notice to agents, in writing, about what is recorded, why and who listens.
- A retention period proportionate to the purpose, enforced automatically by a purge, including in copies and backups.
- Listening rights restricted to the supervisor and authorised people, with access logging.
- The CNDP filing before go-live: a declaration in general, an authorisation in some cases (sensitive data, national ID numbers in particular).
- Transfers outside Morocco to be covered if the PBX or the recording archive is hosted abroad.
Also avoid recording unnecessary data, especially card numbers read out over the phone: plan a recording pause or payment by secure link. On 3CX AI, call transcription and analysis are an additional processing activity to declare.
CRM integration: Odoo, HubSpot, Salesforce and others
Without a connected CRM, the agent asks for the name, searches for the record and retypes the call date. With integration, the customer record opens on ringing, the call is logged automatically, and a new contact can be created from the call. 3CX maintains integrations for HubSpot, Salesforce, Microsoft Dynamics 365, Zoho, Zendesk, Freshdesk, Bitrix24, Vtiger and ConnectWise, and announces a native Odoo integration in version 20. Yeastar offers ready-made CRM and helpdesk integrations on the Enterprise plan, including Zoho, HubSpot and Odoo; for Odoo, its documentation requires Odoo Online, Enterprise edition.
Before choosing, test number lookup with the Moroccan format (+212 and 0), check that history lands on the right record, and decide who may listen to recordings linked to the CRM.
Phones, headsets and remote agents
On an agent floor, the headset matters more than the phone: binaural with a noise-cancelling microphone, wired USB at the desk, DECT for agents who move around, all from one brand. Many agents work only from the 3CX web client or Yeastar’s Linkus app; a desk phone remains useful for the supervisor. Our guide to business IP phones covers the phone families.
A remote agent logs into queues, shows on the wallboard and is recorded just as in the office. Three conditions: secure access to the PBX (the vendor’s gateway or tunnel, or a VPN, never the admin interface open to the internet), a stable connection, and a quality headset provided by the company.
The network, the first factor in call quality
Choppy voice, dropped calls, one-way audio: these are almost always network problems. On an agent floor, the rules are non-negotiable:
- A voice VLAN and QoS that prioritise telephony traffic over everything else.
- SIP ALG disabled on the router and firewall.
- A second internet link with automatic failover, so the floor does not stop when the fibre does.
- PoE switches sized for every phone.
- WiFi designed for voice if agents use wireless headsets or phones.

The mistakes we fix on call centers
- An entry-level edition bought to save money, then no queues, recording or CRM.
- Recording every call with no announcement, no retention period and no CNDP filing.
- Recordings accessible to every PBX user, kept indefinitely.
- An automatic dialler run on a prospecting list without consent.
- Remote agents on a PBX exposed to the internet, the entry point for toll fraud.
- A single internet link for the whole floor.

- Recording policy: purpose, announcement, retention, listening rights, CNDP filing.
- Wallboard indicators and weekly reports.
- Headsets, phones and remote agents.
- Network ready: voice VLAN, QoS, SIP ALG disabled, second link, PoE.

Frequently asked questions
Is 3CX suitable for a real call center, or only for an SMB reception desk?
3CX covers a full agent floor in its PRO or AI edition: queues with several strategies, automatic callback, supervisor listen, whisper and barge-in, service level alerts, wallboard, recording and CRM integration. The AI edition adds skills-based routing and transcription. For automated outbound campaigns, however, you need an add-on application.
Can a call center record calls in Morocco?
Yes, within the framework of Law 09-08: a defined purpose (quality, training, proof of an order), notice to the caller at the start of the call and to agents, retention limited to what is necessary, restricted access to recordings, and a filing with the CNDP before go-live. If recordings are hosted outside Morocco, the transfer must also be covered.
Which solution for outbound call campaigns?
Yeastar offers an outbound call center module (progressive, power and agentless dialling, do-not-call filtering, answering machine detection) as an add-on subscription on the P-Series. With 3CX, you combine click-to-call from the CRM with a dialler application (Call Flow Designer or third party). In every case, prospecting by automated calling requires the prior consent of the people called.
Can agents work from home?
Yes, with the 3CX web client or app, or Linkus on Yeastar: the agent logs into queues, shows on the wallboard and is recorded just as in the office. The conditions are a stable connection, a good wired or DECT headset, and secure access to the PBX without exposing it to the internet.
How many concurrent calls should a call center plan for?
Start from the number of agents on the phone at the same time, then add callers waiting in queues, outbound calls from other departments and a margin. Peak-hour logs from the old PBX or the carrier are the most reliable basis. That figure sets the size of the 3CX licence or the Yeastar model.
