Windows Server 2025 licensing: cores, CALs, Standard or Datacenter
Windows Server 2025 licensing in Morocco: core counting, minimums, VMs on Standard or Datacenter, user or device CALs, RDS CALs, OEM or CSP, dubious keys.

You are replacing a server or virtualising your applications on Proxmox or Hyper-V, and the quote includes a line “Windows Server 2025 Standard 16 cores” followed by CALs nobody can quite explain. The short answer: Windows Server 2025 Standard and Datacenter are licensed per physical core, with a minimum of 8 cores per processor and 16 per server; Standard covers two virtual machines, Datacenter an unlimited number; and every user or device accessing the server needs a CAL, plus an RDS CAL for remote desktop. Here is how to work out a Windows Server licence in Morocco without buying too much, or too little.
Every rule below comes from the licensing documentation Microsoft publishes for Windows Server 2025. As a Microsoft partner, we apply them to every quote.
The principle: license the physical cores
For Standard and Datacenter, the number of core licences equals the number of physical cores in the server, with two minimums:
- 8 core licences per physical processor;
- 16 core licences per server.
Core licences are sold in 2-packs and 16-packs. Eight 2-packs and one 16-pack give exactly the same rights.

In practice, the processor choice drives the licence cost. A processor with more cores than needed, on a Windows Server host, is paid for twice. That is why we set the processor and the licence together, as in our guide small business server: Dell or HPE.
Standard or Datacenter: it all depends on the number of VMs

Stacking is the most misunderstood rule. On a 16-core server, Standard covers two VMs with 16 core licences. For four VMs, you need 32 licences; for six, 48. You do not pay for “one more VM”, you re-license the whole server in steps of two. Beyond a certain number of VMs, Datacenter becomes cheaper than stacked Standard licences: the break-even point depends on current pricing and is worked out in the quote.
These rules apply whatever the hypervisor. Windows Server VMs on Proxmox VE are licensed just as on Hyper-V: you count the host’s physical cores.
Clusters and VM mobility
A core licence is assigned to a physical server. It can be reassigned to another server, but not on a short-term basis: Microsoft generally requires 90 days between reassignments. In a cluster, each host must therefore be licensed for the number of Windows VMs it can run at the time they run there, including after a failover. On a high-availability Proxmox cluster, this is often what makes Datacenter the right fit.
Since October 2022, Microsoft also allows licensing per virtual machine: you count each VM’s virtual cores, with a minimum of 8 per VM. This option is reserved for subscription licences or licences with active Software Assurance.
The Essentials edition, for very small organisations
Windows Server 2025 Essentials targets small businesses with up to 25 users and 50 devices. A licence covers a single-processor server, up to 10 cores, and one virtual machine. It is sold only by hardware vendors (OEM), with the server. It suits a small practice that needs a domain controller and a file share, and nobody else: beyond these limits, move to Standard.
CALs: user or device
The core licence allows the server to run. CALs (Client Access Licenses) allow access to that server.
- User CAL: one user, from any device. The right choice when each person uses a PC, a laptop and a phone.
- Device CAL: one device, whoever uses it. Suited to shared workstations: reception, workshop, till, shift teams.
- Version: a CAL gives access to the corresponding server version and earlier ones. 2022 CALs do not cover access to a 2025 server.
- Exceptions: no CAL for access by another licensed server, for a public web workload, or for a physical host used only to run and manage VMs.
- External users: partners or customers accessing your servers may fall under an External Connector, licensed per physical server.
RDS CALs for remote desktop
If your users open a remote session on the server, for a business application published as RemoteApp or a full desktop, they need an RDS CAL per user or per device in addition to the Windows Server CAL. It is the most common omission in quotes, and the one discovered the day the RDS licence server starts refusing connections.
OEM, CSP or volume licensing

Standard and Datacenter 2025 include downgrade rights to 2022 or earlier, which helps when a business application is not yet certified. Hotpatching, installing updates without a restart, is available on Windows Server 2025 connected to Azure Arc; its terms have changed over time, so we check them at quote time.
The cheap key trap
Marketplaces are full of cut-price Windows Server keys. A key that activates the system is not a licence: without an invoice from an identifiable channel or an agreement, you have no proof of usage rights. These keys often come from resold volume licences, licences from another country, or keys that can be deactivated at any time. The day a compliance audit or a tender asks for your proof, the saving disappears.
The mistakes we fix most
- A 16-core licence on a 24-core server.
- Five Windows VMs on a host licensed for Standard only once.
- A two-host cluster with only one host licensed.
- 2019 or 2022 CALs for a new 2025 server.
- A remote desktop server with no RDS CALs at all.
- An OEM licence “moved” to the new server.
- Keys bought online with no usable invoice.
Checklist before buying
- Number of processors and physical cores on each host.
- Number of Windows Server VMs per host, today and after failover.
- Edition: Essentials, Standard or Datacenter.
- Number of users and devices, user or device CALs.
- Remote desktop needs and number of RDS CALs.
- Purchase channel: OEM, CSP, volume or pay-as-you-go.
- CAL version aligned with the servers.
- Invoices and agreements filed with the inventory.

Frequently asked questions
How many core licences does a server with one 8-core processor need?
Sixteen. Microsoft requires a minimum of 8 core licences per processor and 16 per server. A server with a single 8-core processor is therefore licensed like a 16-core server.
How many virtual machines does Windows Server 2025 Standard allow?
Two, once every physical core is licensed. For two more VMs, all the server's cores must be licensed again. Datacenter allows an unlimited number of VMs on the licensed server.
Do I need CALs for Windows Server 2025?
Yes, for every user or device accessing the server, on top of the core licences. Remote Desktop Services (RDS) also requires an RDS CAL per user or per device. Only the Essentials edition, reserved for very small organisations, works differently.
Is a cheap Windows Server key found online a valid licence?
A key that activates the system is not proof of a licence. Buy through an identifiable Microsoft channel (OEM with the server, CSP, volume licensing) and keep the invoice and agreement: that is what counts in an audit.
